race relations? Seems Am Indian, like the Irish, have a genetic difference so that they have great difficulty processing alcohol, and thus not giving it to them is a good thing rather than a racial insult.

Well for a start, "race relations" does not have to mean "racial insult". I suppose if one were to look for an "insult" here, it would be in treating Native Americans like children, undeserving, or incapable of making their own choices. i.e. the owners of that establishment think they are in a position to make a lifestyle choice for others.
