From what I've read, he'd been chasing her for years after JFK died and she'd always said no. Then Bobby was murdered and she said yes, feeling she needed some sort of haven to escape the world's madness. Didn't work.
The cynic in me thinks that he promised to keep her in a style that she wanted to become accustomed to. There were always stories about how JFK wanted to rein in her spending.

I can not forget that, when JFK was shot she ran in the opposite direction (yes it was a car but…): not the sign of true love!
