Detroit -- Fugitive civil rights leader Robert F. Williams fails to arrive at Detroit's Metropolitan Airport to turn himself over to the custody of the FBI. Williams has been in exile for 8 years as a result of kidnapping charges placed against him by the state of North Carolina. On hand to meet Williams, President of the Republic of New Africa (RNA), are Queen Mother Moore, Minister of Health and Welfare for the RNA, Williams' wife Mabel and Milton Henry, Vice President of the RNA.
