That would be Owen Fitzgerald, most likely. Brilliant cartoonist, almost totally forgotten today because (a) the scripts they gave him were weak and (b) he spent most of his career doing personality comics, most notably some 70-odd issues of The Adventures of Bob Hope. He drew one of the caricatures that Hope used in his stage shows for many years. Did one thing and another for DC into the 1970s.
